英国製薬産業協会（Association of the British Pharmaceutical Industry：ABPI）は、2025年9月10日、英国製薬産業の投資と成長のための条件整備に関するレポートを公開した1)。
英国政府は、2030年までに英国を欧州ナンバーワンのライフサイエンス・ハブにし、同時に医療成果を変革して、将来にふさわしいNHSを構築することを目標として掲げている2)。ABPIは、この目標を達成するためには、英国がその強みを倍増させ、制度的な弱点に早急に対処し、未実現の可能性を生かすことが必要であるとする。ところが、製薬業界の研究開発投資も2023年には1億ポンド近く減少しており3、英国はここ数年、世界の成長トレンドに遅れをとっているとする。
レポートでは、主要な投資要素における英国の魅力度を他国と比較して評価するための48の競争力指標に加え、投資先として競合する他国の強みと弱みについてまとめている。
英国のライフサイエンス競争力の弱点として、例えば、①医薬品への投資の低さとして、英国は医療費の約9％を医薬品に投資しているが、日本は20％、スペインは17％、ドイツは14％であるとする。他にも、②患者の医薬品へのアクセスの悪さ、③高額で予測不可能なクローバック、④臨床試験のデリバリーの低さ、などを指摘している。
一方、メルクは9月10日に、13億ドルのロンドン研究所建設計画を白紙撤回、他にも、あすとら・ゼネカがケンブリッジの研究施設への2億7,100万ドルの投資を停止、イーライリリーは、ゲートウェイ・ラボの英国への導入を延期すると発表したとされる3,4)。
